Statement issued by European meteorological infrastructure organizations and the World Meteorological Organization (WMO) on 11 November 2025 in support of the Systematic Observations Financing Facility (SOFF). The statement highlights the urgent need to close critical weather and climate data gaps in Least Developed Countries and Small Island Developing States—by strengthening surface-based observations that improve forecasts and early warnings. It outlines SOFF’s role as a United Nations fund providing grants and technical assistance to help countries meet the Global Basic Observing Network (GBON) standard, and calls for increased government, development partner, and private sector investment, including through the new Systematic Observation Impact Bond.
