SOFF Monitoring Dashboard Goes Live to Strengthen Transparency and Accountability
The Monitoring Dashboard of the Systematic Observations Financing Facility (SOFF) went live at the 13th Steering Committee meeting, marking a significant step in strengthening transparency and accountability across the SOFF portfolio.
Developed and maintained by the SOFF Secretariat, the Dashboard consolidates implementation progress and provides up-to-date information at both country and portfolio level across SOFF’s three operational phases: Readiness, Investment, and Compliance.
To date, 48 countries have completed the Readiness phase, and 23 countries are currently in the Investment phase. During this phase, progress is tracked against approved SOFF investment funding requests across three outputs and nine indicators, based on semi-annual reports submitted by Implementing Entities. The Dashboard also allows users to explore country-level progress in detail.
By making implementation data publicly accessible, the Monitoring Dashboard reinforces SOFF’s commitment to transparency and accountability. It enables funders and partners to track how resources are being deployed to close critical observation gaps and strengthen the global foundation for weather forecasting, early warnings, and climate resilience.

SOFF is a specialized United Nations climate fund, established by the World Meteorological Organization (WMO), the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP). By providing long-term investment and technical assistance to address gaps in weather and climate observations in resource-scarce countries, SOFF plays a key role in improving early warning capabilities. Better observations lead to better forecasts, which in turn lead to better decisions and disaster preparedness for communities most affected by climate risks. SOFF promotes a peer-to-peer technical assistance approach, supporting countries in delivering weather and climate observations in a sustainable way.
