Systematic observation is an essential yet often overlooked foundation of climate action, resilience and economic prosperity and a global public good. Governments, businesses and financial institutions rely on climate data to manage risk and take action. Yet, critical gaps in the global observing system, particularly in developing countries, are weakening forecast accuracy worldwide.
To make informed decisions, the global community lacks an authoritative reference that demonstrates the scale of the risks these gaps create, the benefits of closing them and the investments required.
The Global State of Systematic Observation is a multi-partner initiative aiming at producing a flagship report envisioned as the global reference on the value of climate data.
The Global State of Systematic Observations will:
Highlight the gaps
in systematic observation, based on the Global Climate Observing System scientific reporting
Demonstrate the value
from a socio economic, private sector, and humanitarian perspective
Drive investment
in global observing infrastructure and capacity
In the new climate economy, weather data is economic data

Systematic Observations Financing Facility
The Systematic Observations Financing Facility (SOFF) is a United Nations fund co-created by WMO, UNEP and UNDP, solely dedicated to closing the basic weather and climate data gaps in the most resource-constrained countries.
Global Climate Observing System
The Global Climate Observing System (GCOS) is global scientific programme co-sponsored by WMO, IOC-UNESCO, UNEP and ISC, defining the observations needed to monitor and understand Earth's changing climate.
